Erdman Anthony was retained by the Village of Silver Creek, New York in Chautauqua County to complete engineering services in relation to the Smith Mills and Silver Creek Reservoir Dams. These services included an initial inspection of both structures with Village officials to examine the structural integrity and determine the scope of the project. Initially, Erdman Anthony prepared the New York State Department of Environmental Conservation (NYSDEC) annual certification forms. This effort was completed on a fast track schedule in order to meet NYSDEC submission deadlines. In addition, Erdman Anthony completed the preparation of an I&M manual per NYSDEC Guidelines for the Silver Creek Reservoir Dam. This manual included a listing of dam statistics and components, an operations plan for each dam component, the overall dam inspection forms / schedules for operations and maintenance forms for each dam component.
Erdman Anthony also initiated negotiations with NYSDEC for reclassifying the Smith Mills Dam. The Village of Silver Creek desired to breach and reclassify the Smith Mills reservoir dam because it is no longer in use. Erdman Anthony will meet with NYSDEC officials in Albany to discuss the plan for this process and the potential to reclassify the structure as a Class D No Hazard breached dam. Following negotiations, Erdman Anthony will work with the Village on a process for completing this effort.
