East Water Street Reconstruction
Pavement Reconstruction and Streetscape Improvements
Location: Elmira, NY
Owner: City of Elmira
Status: Completed
Construction Cost: $5 Million
The Project:
Erdman Anthony provided preliminary and final design and construction support and inspection services for this Locally Administered Federal Aid (LAFA) project. The scope included full-depth pavement reconstruction along East Water Street, between Clemens Center Parkway and Madison Avenue. It also featured a Complete Streets design approach for the sidewalk and streetscape improvements, which consisted of bump-outs, roadway narrowing, and various landscape elements throughout the project limits.
Features/Solutions:
Preliminary design involved an in-depth condition survey and analysis to address the poor pavement. Ultimately, it was decided to reconstruct the pavement completely. Environmental coordination and right-of-way acquisition services were completed efficiently to keep the project on schedule.
Final design involved sidewalks, curbing, curb ramps, bump-outs, signs, pavement, pavement markings, and lighting. The corridor underwent a road diet to provide increased sidewalk widths and the space for the landscaping.
Impacts:
The corridor now accommodates various modes of transportation and has become a welcoming gateway to the city.
