Rochester City School District’s Modernization Program

Erdman Anthony provided commissioning (Cx) services for 16 schools that were part of the first and second phases of the Rochester City School District’s modernization program. Cx confirmed that the buildings’ systems were installed, functionally tested, and capable of being operated and maintained in conformance with the owner’s needs and design intent.

Though the school district’s construction board usually enters into agreements with multiple Cx consultants for projects, our successful performance in the first phase led to us providing services for nearly all of the second phase’s projects.

The systems commissioned varied by facility but typically involved HVAC equipment, including boilers and unit ventilators; lighting controls; supply, return, and exhaust air systems; chilled water, hot water, steam, and condensate systems; and building management systems.

We verified and documented that the requirements in the owner’s contract documents were met, and we tracked and documented the remediation of all noncompliant deficiencies through the installation, testing, and owner turnover phases.
