I-95 CAP – Reconnecting Philadelphia

Park at Penn’s Landing Construction Inspection

Location: Philadelphia, PA

Owner: PennDOT District 6-0

Status: In Construction

Construction Cost: $329 Million

The Project:

The Pennsylvania Department of Transportation’s multiyear urban revitalization project will connect Philadelphia’s Old City neighborhood to the Delaware River waterfront, creating a green recreational space and multimodal access to the waterfront. At the time of bidding, the cap replacement was the largest I-95 project PennDOT had ever put to bid.

Erdman Anthony was selected to provide construction inspection services for the project. This includes full-time on-site construction inspection personnel.

Features/Solutions:

The project removed the existing cap structure and is replacing it with a larger cap that will span I-95 and Columbus Boulevard, extending down to the river in between Chestnut and Walnut streets.

Additionally, the project involves extending the South Street pedestrian bridge; reconfiguring access to Penn’s Landing from Market Street; building a new section of the Delaware River Trail; and making repairs to underwater concrete piles.

Impacts:

City officials are anticipating that when completed, the 12-acre park and improved waterfront access will generate $1.5 billion worth of economic impact and kickstart additional public and private improvement projects in the area.
