The Project
A brief drive north from the center of the Village of Horseheads, is a 500-acre industrial park that has tenants that ship commercial goods via rail, truck, and tractor trailer. The Chemung County Department of Public Works selected Erdman Anthony to provide preliminary and final design services, a design report/environmental assessment, and construction support and inspection for a Locally Administered Federal Aid (LAFA) project that involved constructing a new three-quarter-mile-long roadway between NYS Route 13 and Old Ithaca Road and that aimed to ease truck traffic to and from the industrial park. The project’s scope included improvements to two and a half miles of adjacent roads.
Features/Solutions
The new roadway, which includes a bridge over Newtown Creek, provides improved access and connectivity for truck traffic to and from the industrial park. The project also included major improvements to Old Ithaca Road, such as new curbing, pavement reconstruction, a closed drainage system, and utility improvements. A railroad crossing at Wygant Road was also improved.
Key elements of the project included bridge construction, floodplain analysis, drainage measures, levee construction, and the addition of two modern roundabouts at the new at-grade intersections.
Impacts
The roundabouts improve safety and eliminate the need for traffic signals and/or left-turn lanes. The new connector road has rerouted truck traffic away from the village, and commercial drivers now enjoy a direct route to regional transportation infrastructure via Old Ithaca Road.
