Construction Administration, Observation, and Documentation

THE PROJECT
This project involved milling and resurfacing 5.8 miles of SR 25/US 27, from the Broward/Palm Beach county line north to Mile Post 5.892 in Palm Beach County.

Erdman Anthony was selected to serve as the prime consultant providing services including construction administration, observation, and documentation of construction operations for the project.

FEATURES/SOLUTIONS
The work included the main through lanes, shoulders, auxiliary lanes, turn lanes, and median openings. Also involved was the placement of an Asphalt Rubber Membrane Interlayer (ARMI) under the structural layer of the northbound outside lane.

The project was also located within the Florida Panther Consultation Area. No impact from construction activities was allowed in these wet swales and wetlands. During the project, if a panther, alligator, snake, or any other animal approached the construction operations, specifications required all construction activities to be stopped and the district construction environmental coordinator (DCEC) to be notified.

IMPACTS
To safeguard FDOT’s environmental concerns where the project area traversed the Everglades, Erdman Anthony encouraged the contractor’s vigilance with respect to environmental compliance, which included avoidance of wetlands throughout the project.

Wildlife protection/avoidance was another environmental consideration. Some of the wildlife present within the project limits included the federally protected wood stork, the endangered Florida panther, alligators, and snakes such as the endangered eastern indigo snake.
