For this Locally Administered Federal Aid (LAFA) project, Erdman Anthony provided preliminary and final design services, and is currently providing construction support and inspection, to construct a 0.75-mile-long new roadway segment between NYS Route 13 and Old Ithaca Road. The new roadway, which includes a bridge over Newtown Creek, will provide improved access and connectivity from NY routes 17 and 13 to the Center at Horseheads, a 500-acre industrial park located at the western terminus of the project. The project also includes major improvements to Old Ithaca Road, with new curbing, pavement reconstruction, a closed drainage system, and utility improvements. A railroad crossing at Wygant Road will also be improved as part of the work.
Key elements investigated and designed during the preliminary and final engineering phase included roadway geometry, bridge construction, floodplain analysis, drainage impacts, levee construction, two at-grade intersections, and design approval document preparation.
Erdman Anthony designed two modern roundabouts at the new at-grade intersections to improve safety and eliminate the need for traffic signals and/or left-turn lanes. Levee improvements were necessary to certify the levee adjacent to Newtown Creek. Erdman Anthony provided a full range of services, including preparation of a design report/environmental assessment, a community/public participation program, preliminary and final design, and construction support and inspection. The project also includes improvements to 0.5 miles of adjacent roads.
