NYS Route 13: a New Connector Road
THE PROJECT
A brief drive north from the center of the Village of Horseheads, New York, is a 500-acre industrial park that serves as a hub for commercial goods shipping via rail, truck, and tractor trailer.
The Chemung County Department of Public Works selected Erdman Anthony to provide preliminary and final design services, a design report/environmental assessment, and construction support and inspection for this Locally Administered Federal Aid (LAFA) project that constructed a new three-quarter-mile-long roadway segment between NYS Route 13 and Old Ithaca Road. The project’s scope also included improvements to two and a half miles of adjacent roads.
FEATURES/SOLUTIONS
The new roadway, which includes a bridge over Newtown Creek, provides improved access and connectivity for traffic to and from the industrial park. The project also included major improvements to Old Ithaca Road, with new curbing, pavement reconstruction, a closed drainage system, and utility improvements. A railroad crossing at Wygant Road was also improved.
Key elements included roadway geometry, bridge construction, floodplain analysis, drainage impacts, levee construction, two modern roundabouts at the new at-grade intersections.
IMPACTS
The roundabouts improve safety and eliminate the need for traffic signals and/or left-turn lanes. The new connector road rerouted truck traffic away from the village as those commercial drivers enjoy a direct route to regional transportation infrastructure via Old Ithaca Road. Levee improvements provided for certification of the levee adjacent to Newtown Creek.
Erdman Anthony also assisted with a community/public participation program for the project.

Sustainable Design Impact
Detention ponds and several thousand feet of dry swales were designed and constructed to treat stormwater that would otherwise drain unfiltered from the roadway into nearby waterways.
